Ordenamiento territorial por consenso. Procuración de acuerdos ambientales entre partes en conflicto
Abstract
El ordenamiento territorial se ha convertido en una de las principales políticas públicas para incidir en procesos de urbanización y desarrollo, y sobre todo para tratar de prevenir un mayor deterioro ambiental. Sin embargo, la experiencia observada en México muestra muy poco avance en la implementación de los programas de ordenamiento. En este ensayo se analizan las raíces de este problema y se señala que gran parte del problema de implementación se debe a que los programas son diseñados con un enfoque ecologista que desatiende los aspectos sociales, relacionados con la construcción de acuerdos y consensos entre las partes involucradas. Tomando como base términos de referencia usados en México para el diseño de programas de ordenamiento, se comparan dos modelos alternativos de ordenamiento territorial y se identifican aspectos clave para hacer de los programas diseñados un instrumento que cuente con el compromiso de los actores involucrados.Those authors who have publications with this magazine accept the following terms:
