Cartographies of smuggling in Torreón, México. Characterization of cross-border actors in the fayuca of Nueva Rosita

Abstract

This article analyzes the origins and practices of cross-border actors involved in the smuggling of goods sold in the fayuca of Nueva Rosita in Torreón, in the Comarca Lagunera region. Adopting a historical perspective, the study reconstructs the transformations in commercial dynamics that resulted from the impact of the North American Free Trade Agreement (NAFTA), starting with the emergence of the fayuca in the 1980s until the mid-1990s. Using a qualitative methodology, the study recovers the narratives of cross-border agents to illustrate the emergence of informal trade in the region and its permanence over time through licit or illicit horizontal social networks, based on values of loyalty and trust. Based on the narratives of the interviewees, cartographies are drawn up to recreate the smuggling routes from three border cities (Ciudad Juárez, Piedras Negras and Laredo) to the fayucas of Torreón during the last decades of the last century.  (Note: here the word fayuca refers to where the merchandise is sold (in markets and shops) rather than to the merchandise itself, which consists of imported products that have avoided customs duties, etc.)
