LA VULNERABILIDAD EXTERNA DEL MODELO NEOLIBERAL
Abstract
El modelo neoliberal instrumentado en México a partir de 1982 arrancó del diagnóstico de que la crisis y la "excesiva acumulación de deuda externa" derivaron de tres "causas principales: insuficiencia del ahorro interno, falta de competitividad del aparato productivo nacional y desequilibrios en nuestro patrón de desarrollo entre agricultura, industria y comercio".Para erradicar estas causas fue diseñada la "estrategia del cambio estructural" o "modernización económica" cuyo objetivo primordial fue "elevar el ahorro interno y fortalecer la competitividad de nuestras exportaciones so pena de depender nuevamente en el futuro de recursos externos en forma excesiva", adoptándose como Instrumentos fundamentales de esta estrategia "la desincorporación de entidades públicas no estratégicas ni prioritarias, la reconversión industrial y la racionalización de la protección comercial".References
