COORDINACIÓN Y CORRESPONSABILIDAD FISCALES: PREMISAS PARA UN NUEVO FEDERALISMO
Abstract
En México, al igual que en muchos otros países, el tema de las finanzas públicas tiene actualmente una gran relevancia, particularmente porque en los últimos años algunos problemas, como la deuda externa y la liberalización comercial, han redundado en una importante disminución de los recursos de que dispone el Estado para hacer frente a sus múltiples compromisos internos y externos, por lo que ha sido necesario ajustar tanto la estructura de los ingresos como la de los gastos públicos.Desde mediados de la década pasada, México inició un programa amplio de ajuste con la finalidad de afrontar sus compromisos externos, tratando al mismo tiempo de recuperar y hacer compatibles el crecimiento económico y el saneamiento de las finanzas públicas con la necesidad de reconvertir su aparato productivo e insertarse en las mejores condiciones posibles en el nuevo marco económico internacional.References
