Abstract

Si tomamos como base la definición de que un plan es el conjunto de mecanismos y formas de tomar las decisiones presentes más adecuadas para incidir en el futuro; en otras palabras, un proceso continuo de to­ma de decisiones coherentes con objetivos concretos, se puede argumentar que el Plan Nacional de Desa­rrollo (PND) no es estrictamente un plan, sino un lis­tado de buenos deseos. Al PND del presente sexenio le falta precisar las acciones inmediatas, y sus reque­rimientos de todo tipo, particularmente políticos; tampoco menciona las limitaciones y posibles cursos de acción del entorno internacional. En este sentido, el PND se puede considerar como una guía general de política de la que presumiblemente se despren­derán los programas específicos de cada área del que­hacer gubernamental. En este trabajo se analizan los lineamientos de política económica establecidos en el PND.
