CAMBIO ESTRUCTURAL EN LOS SISTEMAS DE ASEGURAMIENTO AGROPECUARIO Y SU IMPACTO EN EL ESTADO DE JALISCO
Abstract
Un aspecto central del Plan Nacional de Desarrollo 1989-1994 es la modernización de la economía y de los sectores que la conforman. En el caso del sector agropecuario, para lograrlo se contempla como estrategia desincorporar entidades públicas que ya cumplieron con los objetivos para los que fueron creadas. Respecto de las instituciones de crédito y seguro del sector, el plan establece que "... se revisarán a fondo las políticas de crédito y seguros al campo, de tal forma que dejen de ser vías de subsidio indiscriminadas y se conviertan en instrumentos efectivos de fomento a la producción y el bienestar de los campesinos. Esta revisión supondrá necesarimente la eliminación de prácticas indebidas y sistemas ineficientes de trabajo".1 De esta forma, la Aseguradora Nacional Agrícola y Ganadera (ANAGSA), que desde hace 29 años fungía como la única institución oficial destinada al aseguramiento agropecuario, fue sometida a revisión y en febrero de 1990 se plantea como necesaria su liquidación.References
