Abstract

La productividad y la riqueza de las naciones están determinadas funda­mentalmente por el desarrollo de las aptitudes físicas e intelectuales de sus ciudadanos. Por ello, la inversión en alimentación, salud, educación, capacitación laboral, desarrollo científico y tecnológico, constituye la más fructífera asignación de recur­sos que las naciones pueden hacer para la construcción de su futuro.No obstante, los programas neo­liberales de ajuste económico y esta­bilización, aplicados con fanática per­severancia desde 1983, han impac­tado adversamente la formación de recursos humanos. El deterioro de los salarios reales y de los ingresos campesinos, el crecimiento vertical del desempleo abierto y encubierto, así como la desatención de los servicios públicos, han degradado las bases del desarrollo físico e inte­lectual de la mayoría de los mexi­canos.
