Abstract

Las tendencias mundiales de globalización econó­mica y formación de bloques comerciales como paso previo, ha obligado a todas las naciones del orbe a re­flexionar sobre su ubicación en el contexto internacional y en sus alternativas, América Latina no se en­cuentra al margen de esta tendencia y ha empezado a tomar medidas para conseguir mejores expectativas de desarrollo de cara al tercer milenio. La Primera Reunión Cumbre iberoamericana ha sido un esfuer­zo en esta dirección; un esfuerzo que no ha sido ais­lado ni excluyente, sino como parte de una estrategia que encuentra su justificación en los análisis elabora­dos por distintos organismos internacionales.
